So I have a question for harlequins. Since they ignore slowing effects of Terrain, they can walk at their full speel (6"). What If I run Archon with them, with even eldrad added to the unit?

Since main plan would be to keep my Archon in front, does it mean, that I would need to avoid terrain anyway, to keep their full speed for that to accomplish my plan?

The Archon, or indeed any other character without a rule that allows them to ignore terrain, would not benefit from the Harlequin's Flip Belts and would still need to take difficult terrain tests.
