General rule for rolls offs. Its designed for things like first turn. Its a 50/50 we keep them in combat, which is OK. Save a CP for it on key units

But all the rules for roll offs i;ve seen state you or your opponent only wins if they rolled higher, there is no point in having this as a general rule, it should just stated unless it says who wins.

It effectively makes all those abilities/units/powers worst, many of them were almost not even worth it in the 1st place.
