Fresh from the FAQ:

Q. If a model is equipped with two chainswords, do they get to
make 2 extra close combat attacks?
A. Yes (though both must be made with a chainsword).

1. How do we take advantage of this?
2. Whats your thought on this ruling?

I don't think we can take advantage of this ruling - very few units can off the top of my head.

Ruling wise its fine - generally the unit in question is giving up its shooting weapon (like berzerkers) and then its attacks are not getting benefits from other more potent weapons

Nasty thing is, that for tyranids they rule it the other way around. 3 scything talon sets only give +1 attack...

That's because it's a flat +1A for having more than 1 set of scything talons.

In any case, I'm not too worried for the Tyranids. They get *more* than ample numbers of close combat attacks in this edition, especially in maxed out units.
