The rule book tells you to generate psychic powers before the games starts.

"Psykers generate their psychic powers before the game begins."

My question is when does the game begin (before or after deployment)? Or is there a more accurate description of when to generate powers that I have missed?

That will do, thanks. One of the downsides of digital editions. The page numbers are generated based on the size of the window you are viewing them in!
