Looking at the old warhamemr fantasy DA it doesn't look like them either. They aren't known for gems either. So it seems just as likely to be DE/DAelfs.
One poster on dakka suggested it could be "shadow kin" in AoS who were referenced recently, but I have no idea if shadow kin is the new name for the dark aelfs or if its a new aelf faction entirely. I personally think it's a dark eldar model myself. It simply has too much signature traits of the dark eldar to be aelfs. I've seen more gems on 40k Eldar (of all types) than I do in fantasy or age of sigmar at least looking at the models on the website.
I still think this is a DE model. It could be vect or a new DE character on a big as vehicle and they are at the back letting their cape flow down and over as they watch the merry destruction from the back of the vehicle. We've seen art of DE with capes in the past as well even if the current range is more armored.
If it's the new shadow kin aelfs then they ripped us off hardcore. So that means we would have two separate DE fantasy counterparts which doesn't make sense. We would have DA with the attitude and behavior and then the new "shadow kin" totally ripping us off look wise but not being as dark and edgy as the dark aelfs.
Edit Look on the Dark Eldar codex cover and you'll see it has a gem on it. Also the old out of production Archon had a gem as well.

Honestly nothing about that picture strikes me as Dark Eldar. Shadow Kin does sound like a good bet though.

According to an old rumor that has had a lot of correct info so far Volossian Sythrac of the Black Heart is Dark Eldars next new centerpiece model.

That could explain the gems, and the strange vortex like thing in the previous rumor image. I don't think the staff is DE related. Not enough knives attached to it. The grit of the sand on the base under the cape/cloth looks like it is a smaller base in a really close up photo. The brush strokes on the model indicates the same. That the cloth looks like it is close to the ground could be a compression effect from the picture being taken with high focal length. Which means that the cloth does not have to be that close to he decking either. For instance it appears to have the same color but is not highlighted in the same way as the cloth , which is odd if it is directly connected. Then again, the small creases in the top and bottom left side, makes it look like the cloth is steeply angled upwards right there which in turn might mean that it IS something that is dragged along the ground like a cape. Oh how I love to over analyze things...

I would buy 5. Sythrac (s?). He didn't get much screen time in the path of novels and he's just a hound of vect but he is exactly what I want in an Archon. Even in this edition I still run huskblade/soul trap, and the almost magical effect of his trapped souls is what I think the dark eldar should have in place of psykers.

The green orb with the faces in it looks like a giant soul trap of some kind but the colours seem weird for a DE model. The cape/grating thing is the most promising for a new DE model, maybe a custom venom?

Maybe metal was just too resilient, and they've taken to knitting their vehicles.
Why would they need armour on their vehicles? They hang off the outside of them anyway. I have no idea why the contents of a transport aren't just murdered the moment somebody shoots at their transport. If they stripped down their raiders to just the engines they'd be much harder targets to hit. Would triple their survivability.

Probably not in a game that has decided an immobalized battle tank the size of a barn is the same difficulty to hit as a Grot on meth with a rocket pack.
(In Rogue Trader and 2nd ed it was not the same difficulty to shoot everything, so some things could actually be hard to hit. Dark Eldar, the army who is supposed to be fast and hard to hit, came out in 3rd ed. Our timing was poor.)
Its just the base of the new Super Ultra Uber Marine. The purple thingy is Vects armour as the Marine is stomping him into the dirt while flipping off his kabal.
The smart money is on this.

The way I see it, this is clearly a cloak. It is too close to the ground to be a flying vehicle, unless it is a "landed" skimmer - odd in and of itself - with wavy wings? Too odd. Hence cloak. My guess is Dark Eldar cloak but I would be genuinely surprised if it were Vect but not in his dark green colors. That would be a massive blunder and as far as I can recall GW has been fairly consistent on Named heroes having the correct paint schemes for their factions. I also agree that the picture seems to suggest it belongs on a large oval base and not a round one. Here are my theories but none of them make sense to me. It is a cloak on an oval base which would either mean something large with a dark elder cloak (what?!) or an ornamental cloak draped over the Dias of Destruction (which isn't going fast like all the other DE vehicles for some reason, flags flapping in the wind?). It could also be multiple models on the same base, either in conflict (which I find unlikely given the nature of 30k models modeled that way) or in a master/pet nature. I could imagine some cloaked dark eldar carrying the chain of a massive beast kind of like the Dark Aelf sea monster models in Sigmar, only these would be on the same base. It would still be weird though, for reasons I hope are obvious.

Just to add a nuisance to that, it may not be a cloak. It looks fabric yes, but that may not be a cloak. It may be a carpet.
