I have a problem. I use a spray paint for a lot of my models but have trouble painting citidale paints on top of it. It is a chrome paint, It looks amazing on the models but the only paint I can get to stick to it well is another spray, (mephiston red) Any one know any tips or tricks to where I wont have to paint 15 layers to get it to stick?

I am pretty sure standard acrylic paints will never stick to that kind of paint I am afraid. The only suggestion I can make it to try enamel paints. This may work better, but tbh I am not sure either

I'm sure there is a Testors equivallent of that chrome. You live in the states... so try and find a Michaels craftstore they care the entire line

Something you might be able to try is spraying a matt varnish over the base coat (like Testors Dullcoat or an equivalent). That way you preserve the basecoat and give the acrylic paints something to bind to. I'd suggest testing this on an old model first though!
